It would also require SOS to publish notice of each constitutional amendment on a section of the Internet site where notices are published. Methodology According to SOS, the bill would necessitate their establishment of an Internet-based Oracle database, which will permit users to post text notices (with optional graphical attachments). The posting would be organized geographically by county. A user would be able to designate a posting for one or more counties. A search engine would permit a user to search the entire database by word or phrase. Or a user could look up a posting for a specific county or date. The SOS anticipates a minimum of 300,000 postings each year. Two FTEs would be employed to explain filing procedures and assist with posting of notices. This analysis is based on the Internet-based open meetings database developed for the SOS in 1999. Development and implementation costs are estimated to be $543,319. This estimate includes two FTE's (Admin Tech III, $25,932 annual salary each). It also includes the necessary computer hardware and software, as well as programming services. For each year following implementation, annual computer maintenance costs are estimated to be $77,350.
