LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 77th Regular Session March 5, 2001 TO: Honorable David Sibley, Chair, Senate Committee on Business & Commerce FROM: John Keel, Director, Legislative Budget Board IN RE: SB866 by Nelson (Relating to the creation of a Texas Privacy Act to address the ways in which the information practices of state and local governmental entities affect personal privacy.), As Introduced ************************************************************************** * No significant fiscal implication to the State is anticipated. * ************************************************************************** Local Government Impact The Texas Municipal League (TML) estimates that cities would incur an annual cost of $100,000 per population of 5,000 to submit to the Attorney General each request for approval for disclosure for a public record that contains the social security number, bank account number, credit card number, computer password, computer network location, or computer network identity. TML estimates there are 500 cities that maintain an Internet site and those cities would incur a one-time cost of approximately $100 to adopt a privacy policy consistent with new Department of Information Resources rules. TML also estimates a one-time cost of $2,000 per city for implementing the other provisions of the bill. Counties would incur similar costs.
