Local Government Impact
The provisions of the bill would require that before accepting electronic
bids, the county purchasing agent must adopt rules in compliance with
existing statute to ensure the identification, security, and
confidentiality of such bids. Competitive bidding would require that
requests for proposals be received in a fair and confidential manner
through hard copy or electronic transmission. All bidders must be
provided the opportunity to bid the same item(s) or services on equal
terms and have bids judged according to the same standards.
No significant fiscal implication to units of local government is
anticipated.
