Local Government Impact

The bill would authorize commissioners courts in certain counties with a
population of 174,000 or more or in a county adjacent to a county with
that size population within the same Metropolitan Statistical Area to
adopt rules governing infrastructure planning. The provisions of the bill
would establish the limitations applicable to regulatory authority for
planning.

No significant fiscal implication to units of local government is
anticipated.
