Local Government Impact

The bill would authorize certain navigation districts and port
authorities to use methods for purchases and contracts valued at $25,000
or more, in addition to competitive bidding, as outlined for school
districts. Other methods include competitive sealed proposals, catalogue
purchases, interlocal contracts, and design-build contracts.

Eligible districts and authorities would experience a cost savings on
purchases and contracts by having the option to use the most
cost-effective purchasing method. Savings would vary depending on the
specifics of the purchases and contracts. Some purchases could yield a
minimal savings while others could have the potential to be somewhat
significant.
