The bill would amend the Health and Safety Code to prohibit the Bexar
County Hospital District and the Harris County Hospital District from
entering into tax abatement agreements on or after September 1, 2001.
The prohibition would extend to amendments to pre-September 1, 2001
abatement agreements. 
  
Local Government Impact
  
No significant fiscal implication to units of local government is
