consequences of theft, including retail theft; providing

The bill would amend the Penal Code by creating the offense of
possession, manufacture, or distribution of certain instruments used to
commit retail theft, which would be punishable as a Class A misdemeanor.
The bill would also amend the Civil Practice and Remedies Code and the
Code of Criminal Procedure regarding theft offenses.
Local Government Impact
No significant fiscal implication to units of local government is
anticipated.
