LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE, 77th Regular Session
March 22, 2001
TO: Honorable Teel Bivins, Chair, Senate Committee on
Education
FROM: John Keel, Director, Legislative Budget Board
IN RE: SB974 by Wentworth (Relating to the eligibility of a
high school graduate for automatic admission to an
institution of higher education.), Committee Report 1st
House, Substituted
**************************************************************************
* No fiscal implication to the State is anticipated. *

The bill adds "completion of the recommended or advanced high school
curriculum or better" to the top ten percent automatic admission statute.
It also would require the Texas Higher Education Coordinating Board
(THECB) to work with the Texas Education Agency (TEA) in developing rules
regarding private high school equivalencies to the recommended high
school curriculum.
The additional qualification for automatic admission is not expected to
decrease the number of students enrolling at public higher education
institutions, although it would change those who are admitted under the
top percent rule.
Local Government Impact
No fiscal implication to units of local government is anticipated.
