Fiscal Analysis
  
The bill requires the Commissioner of Education to implement a program in
which electronic courses are offered to students in a selected number of
school districts.  The commissioner would be required to prepare a
report regarding proposed methods for funding these courses, and the
available methods of verifying student attendance.  The report would be
completed by December 1, 2002 and the program would end September 1,
2003.

It is estimated that the review and selection of participating districts,
the monitoring of the program implementation, and the construction of
the final report would be contracted at a one-time cost of $150,000.
  
  
Methodology
  
The Texas Education Agency estimates  the review and selection of
participating districts, the monitoring of the program implementation,
and the contracted writing of the final report would be a one-time cost
of $150,000.
  
  
Local Government Impact
  
No significant fiscal implication to units of local government is
