The bill would amend Chapter 403 of the Government Code to create the
Permanent Fund for Veterans' Care (PFVC). The PFVC would receive money
transferred to the fund at the discretion of the Legislature, gifts and
grants, and available earnings to the fund.  The available earnings, as
well as the gifts and grants, of the PFVC could be appropriated to
improve veterans' programs as directed by the Legislature.

The bill would make no appropriation but could provide the legal basis
for an appropriation of funds to implement the provisions of the bill.
