The bill would require the renewal of youth camp licenses on a date determined by board rule. The bill would require the board by rule to establish health and safety standards related to records of criminal convictions of camp personnel. The bill would allow for an increase in administrative penalty not to exceed $2,000 a day for each violation and would apply only to violations occurring on or after the bill's effective date of September 1, 2001. Methodology According to the Department of Health, not more 12 youth camp facilities would remain non-compliant due to the increased administrative fine and approximately $24,000 in administrative penalties would be collected in FY 2002. The department expects the amount of penalties collect to decrease in subsequent fiscal years to approximately $6,000 in FY 2005.
