Fiscal Analysis
The bill as amended allows the governing board of the University of North
Texas Health Science Center and the governing board of the Texas Tech
University Health Sciences Center to each establish a pilot center for
the advancement of quality in long-term care. The pilot centers would
identify, implement, and evaluate research, education, and outreach
programs designed to improve the quality of long-term care; serve as
training sites for physicians, nurses, therapists, social workers, and
long-term care facility administrators, surveyors, and investigators; and
develop best practices that could be taught and replicated in long-term
care facilities.
The two governing boards would need to submit a joint report to the
legislature by December 1, 2002, on the activities of the pilot centers.
Methodology
Based on analysis provided by the Texas Higher Education Coordinating
Board, each pilot center would require funding in the amount of $197,440
per year. This cost is equal to the amount awarded to each Family
Practice Residency Program Pilot Project administered by the
Coordinating Board.
Local Government Impact
No significant fiscal implication to units of local government is
anticipated.
