LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 77th Regular Session April 23, 2001 TO: Honorable Frank Madla, Chair, Senate Committee on Intergovernmental Relations FROM: John Keel, Director, Legislative Budget Board IN RE: SB1105 by Bernsen (Relating to regulating mass gatherings on public beaches in coastal counties; providing a penalty.), As Introduced ************************************************************************** * No fiscal implication to the State is anticipated. * ************************************************************************** The bill would authorize counties that border the Gulf of Mexico or its tidewater limits to regulate mass gatherings of 200 people or more on public beaches in the unincorporated area of the county. The county commissioners court would require a permit to be obtained prior to the gathering and would charge a fee for the permit. The revenue generated by the permit fee would offset administrative costs associated with issuing permits and enforcement of the regulations. A violation of the order would be a Class B misdemeanor.
