LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 77th Regular Session March 23, 2001 TO: Honorable Frank Madla, Chair, Senate Committee on Intergovernmental Relations FROM: John Keel, Director, Legislative Budget Board IN RE: SB1167 by Madla (Relating to the administration, powers, duties, and operations of certain emergency services districts; providing criminal penalties.), As Introduced ************************************************************************** * No fiscal implication to the State is anticipated. * ************************************************************************** The bill would amend various codes as they relate to the administration, powers and operations of emergency services districts. Among other provisions, the bill would apply the write-in provisions of the Election Code to the election of emergency service commissioners. The bill would allow emergency services districts to appoint fire marshals and to designate the fire marshal as a peace officer under the Code of Criminal Procedure. The bill would also give districts authority in the area of hazardous waste services, including assessing fees. The bill would raise the population requirement to 3 million for two provisions, and therefore only applying to Harris County, and would raise the ceiling on property taxes in certain districts in Harris County to 10 cents per $100 value from six cents. Local Government Impact No significant fiscal implication to units of local government is anticipated.
