Local Government Impact
School district staff would have to follow the Commissioner of
Education's procedures concerning the use of restraint and time-out for
students served in special education. Districts could incur costs
associated with obtaining training for special education staff members,
if the commissioner's rules require such training. Statewide, the costs
associated with training are not expected to be significant.
