The bill amends the Government Code to authorize the Comptroller to
conduct performance reviews of general academic teaching institutions.
Reviews could be initiated by the Comptroller, the Texas Higher Education
Coordinating Board, or the institution.  If initiated by the
institution, the institution would pay 25 percent of the cost of the
review.

The 76th Legislature approved funding for reviews of 20 public school
districts in Texas.  It is assumed that this funding would be sufficient
to cover reviews at general academic teaching institutions, provided that
it is the intent of the Legislature that these new reviews be counted as
part of the 20 legislative-mandated school performance reviews.

If the reviews were conducted in addition to the 20 current reviews at
public school districts authorized, the cost to the state would be
approximately $1.5 million ($750,000 per year) in General Revenue for
the 2002-03 biennium.
