Money credited to the account would include funds appropriated by the Legislature for the implementation and administration of the program, interest earned on deposits and investments of the fund, and money received from other sources. Money in the fund could only be appropriated to the Texas Department of Economic Development (TDED) to fund port projects and to pay TDED's expenses incurred under the bill. The bill would also create the Texas Port Transportation and Economic Development Advisory Committee, consisting of a member of the governing body of each of the ports that were members of the Texas Ports Association or their designees, and, as non-voting members, the executive directors of TDED and of the General Land Office or their designees Methodology TDED anticipates that the funds for administering the program would be $10 million in General Revenue with an estimated cost of $60,849 in FY 2002 and $57,249 in FY 2003 and for each fiscal year thereafter for so long as the program is in operation. The department also estimates the need for one FTE to administer the program. The roles and responsibilities of the FTE would include application intake and review, analysis of applicants to determine economic benefit of proposed projects, drafting of contracts and/or agreements, and on-site monitoring of awards. The agency also anticipates travel costs of $300 per member for the seven member advisory committee. Local Government Impact According to TDED, in order to receive assistance under this bill an investment is required of either a port authority or navigation district. The department may not fund a port transportation or facility project unless an amount at least equal to the amount provided by the department is invested in a project by a port authority or navigation district.
