Technology Impact
  
According to the Railroad Commission, the technology impact  limited to
programming to provide 1)
an initial survey of all operators to identify contaminated equipment; 2)
a database to store and retrieve data on the equipment; 3) on-going
tracking and enforcement.  This will include analysis, screen design,
and database design and will require an estimated 960 hours of
programming for a cost of $115,200.
