The Department of Human Services stated that provisions of the bill could
reduce the number of cases that result in administrative hearings and
therefore may reduce the administrative penalties collected and
deposited to General Revenue. Although no amounts were identified,
reduced collections for administrative penalties could have an impact on
certification of the General Appropriations Act.

Local Government Impact

No fiscal implication to units of local government is anticipated.
