The bill would provide the legal basis for increased revenue into the
Center for the Study and Prevention of Juvenile Crime and Delinquency
Account.

Fiscal Analysis
The bill would amend Article 102.075(m), Code of Criminal Procedure, to
increase from $.25 to $.50 the juvenile crime and delinquency court cost
that applies on conviction of criminal offenses. Cities and counties
would continue to retain a 10 percent administrative fee for collection
and remit 90 percent to the Comptroller for deposit in the Center for the
Study and Prevention of Juvenile Crime and Delinquency Account.
The bill would take effect September 1, 2001 and apply to conviction of
offenses committed on or after that date.
Methodology
Estimates of the increased revenues from the proposed court cost increase
were based on data from the 2002-03 Biennial Revenue Estimate, adjusted
for offenses committed and adjudicated after the effective date and
deducting the 10 percent administration fee that would be retained by
local governments.
Local Government Impact
There would be an approximate revenue increase to local governments of
approximately $116,000 for state fiscal year 2002 and $170,000 for state
fiscal year 2003, which represent increased revenue from a 10 percent
administrative fee collected by counties. The estimated revenue
increase would be offset by any costs incurred by cities and counties
for making changes locally to administer the increase.
