Local Government Impact
  
No significant fiscal implication to units of local government is
anticipated.  However, a local, county or state health agency
representative must be appointed to the council.  If a local or county
health agency representative is appointed, the appointee will be
required to participate in quarterly meetings in locations determined by
the presiding officer.  This may require travel funds to be designated
within the local health agency for the representative to attend the
