The bill would take effect September 1, 2004. Methodology The $1 fee generated revenue of approximately $14.4 million in fiscal year 2000. It is estimated that reducing the fee by 75 cents beginning in fiscal year 2004 would result in a revenue loss of approximately $11.4 million to the State Highway Fund during that year and that revenue losses would increase by approximately 1.3 percent each subsequent year. Local Government Impact No significant fiscal implication to units of local government is anticipated.
