The bill would allow the Texas Department of Transportation (TxDOT) to use $0.25 of the fee for the automated registration system and would require the remaining $0.10 to be deposited in the State Highway Fund for the purposes of defraying the cost of issuing disabled parking placards. The bill would not amend the Transportation Code to change the current fee and requirements for obtaining a disabled placard. The bill would take effect September 1, 2004. Methodology The $1 fee generated revenue of approximately $14.4 million in fiscal year 2000. It is estimated that reducing the fee by 65 cents beginning in fiscal year 2004 would result in a revenue loss of approximately $10 million to the State Highway Fund during that year and that revenue losses would increase by approximately 1.3 percent each subsequent year. It is estimated that the reallocation would generate approximately $3.9 million each year for the automation system and approximately $1.5 million for the purposes of defraying the cost of issuing disabled placards. Local Government Impact No significant fiscal implication to units of local government is anticipated.
