Local Government Impact
  
The bill would give the chief executive officer of a municipality the
authority to access birth and death records if the information is to be
used to identify a property owner to whom the municipality is required to
give notice when enforcing a state statute or ordinance.  The bill would
also allow a city to utilize personal delivery as a means of delivering
a notice and sets out specific requirements for due diligence in
determining the identity and address of property owners.   Provisions of
the bill also set forth an alternative procedure that a city could adopt
for an administrative hearing for persons charged with violating an
ordinance.

Cities contacted indicated that there would be a cost only if they were
to adopt the alternative procedure for an administrative hearing, which
would be for a hearing officer and administrative duties.  Otherwise, no
fiscal impact is anticipated.
