The bill directs the Texas Education agency to adopt guidelines for
after-school programs. Specifically, the guidelines are to address how
to most effectively use both private and public funds in after-school
and summer programs for students at risk of dropping out of school or
students identified as likely not to be promoted to the next grade level.
The agency is also directed to conduct research on after-school and
summer programs. The adopted guidelines and recommended evaluation
instruments and methods are to be posted on the agency's website. The
Texas Education Agency estimates they would expend $500,000 to implement
the provisions of the legislation.
