               environmental service fee at Southwest Texas State

The bill establishes an environmental service fee at Southwest Texas
State University.  The fee would result in additional revenue for the
institution beginning in the fall 2001 semester.  However, these fees
are auxiliary in nature and do not impact state appropriations.
