The bill establishes an environmental service fee at Southwest Texas
State University. The fee would result in additional revenue for the
institution beginning in 2002. However, these fees are auxiliary in
nature and do not impact state appropriations.

Local Government Impact

No fiscal implication to units of local government is anticipated.
