               reporting of performance data of students in certain
               special programs, and to the educational rights of a
               minor whose disabilities are removed for general

The bill consists of conforming amendments to current law to based on
recent federal statutory and regulatory changes to special education
requirements and services.  While it repeals the requirement for a state
Individual Transition Plan for certain special education students, a
process similar to the current state process and material is required
under federal law and therefore would be continued in that context.
  
Local Government Impact
  
No significant fiscal implication to units of local government is
anticipated.

The bill makes certain conforming changes to practices currently required
of local districts regarding data reporting, disciplinary action and
