Pursuant to a notice posted on March 30, 2001, the House
Committee on Agriculture & Livestock met in a public hearing and
was called to order by the chair, Representative Swinford, at
8:19 a.m.
The roll was answered as follows:
Present: Representatives Swinford; Brown, Betty; Christian;
Hardcastle; Hupp; Miller (6).
Absent: Representatives McReynolds; Green; Kolkhorst (3).
A quorum was present.
The chair recognized Representative Delisi to offer an update on
the Appropriations Subcommittee on Education.

Testimony was taken on issues relating to the General
Appropriations Bill (see attached list).
HB 3230
The chair laid out HB 3230 as pending business.
Representative Swinford offered a complete committee substitute.
The chair recognized Representative Walker to explain the
measure.
The committee substitute was adopted without objection.
(Representative McReynolds now present.)
The chair recognized Representative Walker to close on the
measure.
Representative Hardcastle moved that HB 3230, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
following record vote:
Ayes: Representatives Swinford; McReynolds; Brown,
Betty; Christian; Hardcastle; Hupp; Miller
(7).
Nays: None (0).
Present, Not Voting: None (0).
Absent: Representatives Green; Kolkhorst (2).
The chair recognized the following individuals to offer

The chair laid out HB 2246 as pending business.
Representative Christian offered a complete committee
substitute.
The chair recognized Representative Ellis, Dan to explain the
measure.
The committee substitute was adopted without objection.
Representative McReynolds moved to reconsider the vote by which
the committee substitute for HB 2246 was adopted. The motion to
reconsider prevailed without objection.
The committee substitute was withdrawn without objection.
The chair recognized Representative Ellis, Dan to close on the
measure.
The bill was left pending without objection.
SB 685
The chair laid out SB 685 as pending business.
Representative McReynolds moved that SB 685, without amendments,
be reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
following record vote:
Ayes: Representatives Swinford; McReynolds;
Christian; Green; Hupp; Kolkhorst (6).
Nays: None (0).
Present, Not Voting: None (0).
Absent: Representatives Brown, Betty; Hardcastle; Miller
(3).
At 9:59 a.m., on the motion of the chair and without objection,
the meeting was adjourned subject to the call of the chair.
