         Pursuant to a notice posted on January 24, 2001, the House  
         Committee on Appropriations, Subcommittee on Regulatory, met in  
         a public hearing and was called to order by the chair,  
         Representative Pitts, at 8:07 a.m. 
          
         Present:  Representatives Pitts; Hamric; King, Tracy; Moreno,  
                   Paul (4). 
         Absent:   Representative Allen (1). 
          
         A quorum was present.

         At 9:54 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until adjournment of the House Floor,  
         January 29, 2001. 
          
         The committee reconvened at 11:17 a.m. and was called to order  
         by Representative Pitts. The roll was answered as follows:
