Pursuant to a notice posted on February 15, 2001, the House
Committee on Appropriations met in a public hearing and was
called to order by the chair, Representative Junell, at 7:00
a.m.

Representative Pitts moved the adoption of LBB recommendations.
Without objection, the motion was adopted.
Department of Banking

Representative Pitts moved the adoption of LBB recommendations
with the following changes: Add Technical Adjustment to
Contingency Appropriation: State Regulatory Response rider
(Pitts #1) and Capital Budget rider (Pitts #2). Without
objection, the motion was adopted.
Office of Consumer Credit Commissioner
Representative Pitts moved the adoption of LBB recommendations
with the following changes: Add Measure Target Change to Monies
Returned to Consumers from Licenses Lenders and Number of
Employee License Applications Processed rider (Pitts #1) and
Capital Budget rider (Pitts #2). Without objection, the motion
was adopted.
Savings and Loan Department
Representative Pitts moved the adoption of LBB recommendations
with the following change: Add Contingent Revenue rider (Pitts
#1). Without objection, the motion was adopted.

Representative Pitts moved the adoption of LBB recommendations
with the following changes: Add Capital Budget rider (Pitts #1)
and Technical Adjustment to Contingency Appropriation:
Regulatory Response rider (Pitts #2). Without objection, the

State Securities Board
Representative Pitts moved the adoption of LBB recommendations.
Without objection, the motion was adopted.
Worker's Compensation Commission
Representative Pitts moved the adoption of LBB recommendations
with the following changes: Add Technical Adjustment to
Administrative Penalties rider (Pitts #1) and Capital Budget
rider (Pitts #2). Without objection, the motion was adopted.
Research and Oversight Council on Worker's Compensation
Representative Pitts moved the adoption of LBB recommendations.
Without objection, the motion was adopted.

Representative Allen moved the adoption of LBB recommendations
with the following change: Add Funding for Health Professions
Council rider (Allen #1). Without objection, the motion was
adopted.
Texas Board of Chiropractic Examiners
Representative Allen moved the adoption of LBB recommendations
with the following change: Add Contingent Revenue rider (Allen
#1). Without objection, the motion was adopted.
At 9:58 a.m., on the motion of the chair and without objection,
the meeting was recessed until adjournment of the House,
February 20, 2001.

Representative Gallego moved to change the Performance Measure
for Average Time for Complaint Resolution, from 350 days to 315
days and Change the Performance Measure for Percent of
Complaints Resulting in disciplinary Action from 10% to 12.5%.
Without objection, the motion was adopted.

Representative Allen moved the adoption of LBB recommendations
with the following change: Add Contingent Revenue rider (Allen
