Add Capital Budget rider (Heflin #1). Without objection, the motion was adopted. Water Development Board Representative Puente moved the adoption of LBB recommendations with the following changes: Appropriation: Water assistance Fund Rider #3 in Water Assistance Fund 480 for the biennium. Article XI: Strategic Mapping Pool in Funding. Add Appropriating Fund Balances in the Water Assistance Fund rider (Puente #1), Unexpended Balance Authority within the Biennium for the Groundwater Loan Assistance Fund rider (Puente #2) and Capital Budget rider (Puente #3). Non-Self Supporting General Obligation Water Bonds Representative Puente moved the adoption of LBB recommendations with the following changes: Payment of Debt Service: Economically Distressed Areas Bond rider (Puente #1) and General Revenue Debt Service for State Participation Bonds rider (Puente #2).
