         Pursuant to a notice posted on February 2, 2001, the House  
         Committee on Appropriations-S/C on General Government, met in a  
         joint public hearing with the Health and Human Services  
         Subcommittee and was called to order by the chair,  
         Representative Heflin, at 8:10 a.m. 
          
         Present:  Representatives Heflin; Flores; Luna, Vilma; Puente  
                   (4). 
          
         Absent:   Representative Pickett (1). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         (Representative Pickett now present.) 
          
         At 9:54 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until adjournment of the House Floor,  
         February 7, 2001. 
          
         The committee reconvened at 11:45 a.m. and was called to order  
         by the chair, Representative Heflin. The roll was answered as  
         follows:
