         public hearing and was called to order by the chair,  
         Representative Heflin, at 7:43 a.m. 
          
         Present:  Representatives Heflin; Flores; Luna, Vilma; Pickett;  
                   Puente (5). 
          
         Absent:   None (0). 
          
         A quorum was present.

         At 10:00 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until adjournment of the House Floor,  
         February 13, 2001. 
          
         The committee reconvened at 11:25 a.m. and was called to order  
         by the chair, Representative Heflin. The roll was answered as  
         follows: 
          
         Present:  Representatives Heflin; Flores; Luna, Vilma; Puente  
                   (4). 
          
         Absent:   Representative Pickett (1). 
          
         A quorum was present.

         At 11:53 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until 1:30 p.m., February 13, 2001. 
          
         The committee reconvened at 1:36 p.m. and was called to order by  
         the chair, Representative Heflin. The roll was answered as  
         follows:
