Pursuant to a notice posted on April 19, 2001, the House
Committee on Redistricting met in a public hearing and was
called to order by the Chair, Representative Jones, Delwin, at
7:05 p.m.
The roll was answered as follows:
Present: Representatives Jones, Delwin; Glaze; Counts;
Grusendorf; Hunter; Marchant; McClendon; Pitts (8).
Absent: Representatives Bosse; Dunnam; Keel; Luna, Vilma;
Moreno, Paul; Sadler; Wilson (7).
A quorum was present.
The Chairman called the meeting to order and laid out proposed
rules for consideration of HB 150.

Representative Counts moved adoption of the proposed rules. The
motion prevailed by the following record vote:
Ayes: Representatives Jones, Delwin; Glaze; Bosse;
Counts; Grusendorf; Hunter; Marchant;
McClendon; Pitts (9).
Nays: None (0).
Present, Not Voting: None (0).
Absent: Representatives Dunnam; Keel; Luna, Vilma;
Moreno, Paul; Sadler; Wilson (6).

The chair laid out HB 150.
Representative Jones, Delwin offered a complete committee
substitute.

The Chair recognized Representative Gene Seaman who testified in
opposition to District 44 as configured in the substitute.

Representative Dennis Bonnen testified in opposition to the
proposed District 24.
Jeri Yenne of Angleton spoke in opposition to proposed District
24.
Ro'Vin Garrett of Angleton also opposed proposed District 24.

Brazoria County Judge John Willy testified in opposition to
proposed District 24.
Karen Taylor, Brazoria County Council of Chambers, spoke in
opposition to proposed
District 24.
Mayor Gerald Roberts of Angleton spoke in opposition to proposed
District 24.
J. Patrick Henry of Angleton testified in opposition to proposed
District 24.
Roger Collins of Angleton opposed proposed District 24.
Jack Harris of Pearland testified in opposition to proposed
District 24.
Larry Stanley of Brazoria opposed District 24 as proposed in the
committee substitute.
Representative Rick Hardcastle testified in support of the
communitites of interest which exist in his current district and
in opposition to the proposed plan for his current district.
Mayor Kelly Couch of Vernon testified against the proposed
division of current district 68.
Representative Kenn George testified that the proposed plan for
his district splits community of interests unnecessarily.
Representative Will Hartnett testified in favor of consolidating
the city of Irving in one House district.
Representative Robert Talton raised the issue of whether or not
the proposed pairing in Harris County is retrogression.
Representative Lois Kolkhorst testified in opposition to the
split of her current district in the proposed plan.
Milam County Judge Frank Summers testified in opposition to the
placement of Milam County in a district which was mostly urban
and did not share the communities of interest found in Milam
County.
Burleson County Judge Bob Doonan testified in favor of Burleson
County remaining in a rural district.
Representative Wayne Christian opposed the proposed District 9
and supported keeping Nacogdoches and Shelby counties in the
same district.
Representative Zeb Zbranek reminded the committee of his
previous testimony in opposition to splitting Liberty and
Chambers counties.
Representative Fred Hill testified that proposed District 112
does not reflect a community of interest.
Pat O'Grady spoke in favor of the plan submitted by the Free
Market Committee.
Warren Pierce spoke of opposition to the proposed plan in terms
of the manner in which it splits Montgomery County.
Raymond McNeel spoke in opposition to the proposed district
lines in Montgomery County.
Beatrice Gallegos testified against the proposed lines in
Montgomery County.
Lori Renteria testified in support of the proposed lines for
District 51.
Representative Mike Krusee testified regarding the manner in
which redistricting bills were handled by the legislature in
previous redistricting sessions.
At 11:45 p.m., on the motion of the chair and without objection,
the meeting was adjourned until 2:00 p.m., April 26, 2001.
