Sharon Carter, House Parliamentarian, said that in order for an amendment to become part of the record it must be laid out by the Chair or offered by another committee member. The Chair ruled that any amendments discussed in prior meetings are not automatically a part of the record of today's meeting. Mr. Marchant offered Amendment 01025H and moved its favorable consideration. Representative Christian answered questions from the committee. Representative Bosse raised a point of order on the amendment on the basis that the amendment violates the committee rule that the adoption of any proposed amendment cannot result in unassigned geography. The Chair sustained the point of order. Representative Grusendorf offered Amendment 01026H. David Hanna, Texas Legislative Council, in response to a question from the committee stated that Amendment 01026H does not meet the test of proposing a plan which fits into the statewide plan. Sharon Carter, House Parliamentarian, answered committee questions regarding the process of considering amendments. At 3:30 p.m., on the motion of the chair and without objection, the meeting was recessed until 3:45 p.m., April 27, 2001. Sharon Carter, House Parliamentarian, stated that it would require the committee to suspend that portion of the rules and this would require a two-thirds vote. The bill was left pending and the substitute was withdrawn. At 4:00 p.m., on the motion of the chair and without objection, the meeting was recessed until 8:00 a.m., April 30, 2001. ________________________ Rep.
