Pursuant to a notice posted on February 15, 2001, the House
Committee on Criminal Jurisprudence met in a public hearing and
was called to order by the chair, Representative Hinojosa, at
2:15 p.m.
The roll was answered as follows:

Fischer; Shields; Talton (6).
Absent: Representatives Dunnam; Garcia; Keel (3).
A quorum was present.

The chair recognized Representative Turner, Sylvester to explain
