         Pursuant to a notice posted on September 20, 2002, the House  
         Committee on Environmental Regulation met in a public hearing  
         and was called to order by the chair, Representative Chisum, at  
         10:08 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Chisum; Bosse; Geren; Howard; Kuempel  
                   (5). 
          
         Absent:   Representatives Bonnen; Dukes; Uher; Zbranek (4). 
          
         A quorum was present. 
          
         The Chair recognized that Representatives Farabee, Keffer and  
         Merritt were also present and participating in the hearing. 
          
         (Representatives Bonnen and Dukes now present.) 
          
         Testimony was taken.  (See attached witness list.) 
          
         At 2:03 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
