         Pursuant to a notice posted on May 3, 2002, the House Committee  
         on Financial Institutions met in a joint public hearing with the  
         House Committee on Agriculture and Livestock and was called to  
         order by the chair, Representative Solomons, at 9:11 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Solomons; Denny; Getterman; Hopson;  
                   Menendez (5). 
          
         Absent:   Representatives Grusendorf; Marchant; Pitts; Wise (4). 
          
         A quorum was present. 
          
         Testimony was taken on Interim Charge #4 (See attached witness  
         list).  The charge reads as follows: 
          
         Evaluate the ability of the Texas agricultural community to gain  
         access to capital markets throughout the state. Identify  
         barriers to financing of viable agricultural and value-added  
         enterprises. Review and evaluate the finance programs  
         administered by the Texas Department of Agriculture. (Joint with  
         House Committee on Agriculture and Livestock) 
          
         At 12:19 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
