         Pursuant to a notice posted on April 22, 2002, the House  
         Committee on Higher Education met in a public hearing and was  
         called to order by the chair, Representative Rangel, at 11:11  
         a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Rangel; Brown, Fred; Farabee;  
                   Morrison; West, George "Buddy" (5). 
          
         Absent:   Representatives Goolsby; Jones, Jesse; Reyna, Elvira;  
                   Uher (4). 
          
         A quorum was present. 
          
         (Representative Goolsby now present.) 
          
         Testimony was taken on Interim Charge Four:  Study the reasons  
         and importance of the fact that many institutions have fund  
         balances that are negative or balances are declining over time.   
         (see attached witness list). 
          
         (Representative Jones, Jesse now present.) 
          
         Testimony was taken on Interim Charge Five:  Evaluate the need  
         and possible benefits of establishing a state-funded and  
         state-operated chiropractic program in a state university  
         system, including the possible transfer of a private  
         chiropractic institution to a state university system.  (see  
         attached witness list). 
          
         At 3:37 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
