         Pursuant to an announcement from the house floor on May 25,  
         2001, the House Committee on State, Federal & International  
         Relations met in a formal meeting and was called to order by the  
         chair, Representative Hunter, at 5:45 p.m.

         The chair laid out HR 646 as pending business.  
          
         Representative Berman moved that HR 646, without amendments, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:

                             Elkins; Najera (5).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).

         At 5:48 p.m., on the motion of the chair and without objection,
