         Pursuant to a notice posted on March 11, 2002, the House  
         Committee on Public Safety met in a public hearing and was  
         called to order by the chair, Representative Turner, Bob, at  
         10:05 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Turner, Bob; Keel; Berman; Driver;  
                   Gutierrez; Hupp; King, Phil (7). 
          
         Absent:   Representatives Isett: Villarreal, Mike (2). 
          
         A quorum was present. 
          
         Chairman Turner read the House Committee on Public Safety's  
         interim charges handed down by Speaker Laney. 
          
         Chairman Turner laid out Interim Charger number three:   
          
         Gather information related to state and local emergency planning  
         and preparedness for major disasters, including emergency  
         warning systems and large-scale evacuation planning. Determine  
         whether legislation is needed to protect life and property and  
         to detect, interdict and respond to acts of terrorism.
