         Pursuant to a notice posted on April 18, 2002, the House  
         Committee on Ways & Means met in a public hearing and was called  
         to order by the chair, Representative Oliveira, at 9:24 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Oliveira; McCall; Bonnen; Keffer;  
                   Ramsay; Ritter (6). 
          
         Absent:   Representatives Craddick; Davis, Yvonne; Hartnett;  
                   Heflin (4). 
          
         A quorum was present. 
               
         The Chair laid Interim Charge No. 1, relating to the laws and  
         procedures governing appeals of appraised values for property  
         tax purposes, and review of the process by which the Comptroller  
         of Public Accounts reviews and adjusts the values assigned by  
         appraisal districts.  
          
         Testimony was taken.  (See attached witness list.)

         The Chair laid Interim Charge No. 2, relating to the review of  
         the dedicated uses of municipal and county sales and use taxes,  
         and assess the impact such taxes have on the ability of  
         communities to respond to changes in demand for and use of  
         governmental services. 
          
         Testimony was taken.  (See attached witness list.) 
          
         The Chair laid Interim Charge No. 3, relating to the study of  
         the economic impact of Internet commerce on state and local tax  
         revenues, and monitoring of federal legislation and action  
         relating to Internet taxation. 
          
         Testimony was taken.  (See attached witness list.) 
          
         The Chair laid Interim Charge No. 5, relating to actively  
         monitor agencies and programs under the committee's oversight  
         jurisdiction. 
          
         Testimony was taken.  (See attached witness list.) 
          
         The Chair laid Interim Charge No. 4, relating to the effects of  
         franchise tax credits authorized by S.B. 441, 76th Legislature,  
         and evaluate their success in achieving legislative goals. 
          
         Testimony was taken.  (See attached witness list.) 
          
         The Chair, without objection, canceled the hearing that was to  
         be held on Friday, April 26, 2002. 
          
         At 2:16 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
