Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on
Administration was held on Wednesday, January 24, 2001, in the
Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 4:07 p.m. There being
a quorum present, the following business was transacted:
Senator Brown moved adoption of the minutes from the previous
hearing held on January 9, 2001 and Senator Moncrief seconded
the motion; without objection, it was so ordered.
Senator Zaffirini moved adoption of the committee rules; without
objection, it was so ordered.
The chair laid out SB170 and recognized the author, Senator
Wentworth, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Senator Moncrief moved that SB170
be reported favorably to the Senate with the recommendation that
it do pass and be printed. The motion carried with a record
vote of 5 ayes, 0 nay, 0 present not voting, and 0 absent.
Senator Brown asked to be recognized to introduce Brazoria
County Commissioner Harris, a former member of the House of
Representatives.
Senator Cain laid out the Senate Administration committee budget
and a letter requesting an exemption to the salary cap for the
Committee Director for approval. Senator Zaffirini moved
approval of the budget and salary exemption letter; without
objection, it was so ordered.
Senator Cain laid out the committee budget for the Subcommittee
on Agriculture for approval. Senator Brown moved approval of
the budget; without objection, it was so ordered.
Senator Cain laid out the committee budget for the Subcommittee
on Border Affairs for approval. Senator Zaffirini moved
approval of the budget; without objection, it was so ordered.
Senator Cain laid out the Criminal Justice committee budget and
letters requesting an exemptions to the salary cap for the
General Counsel and Financial Analyst for approval. Senator
Moncrief moved approval of the budget and salary exemption
letters; without objection, it was so ordered.
Senator Cain laid out the Business and Commerce committee budget
for approval. Senator Ogden moved approval of the budget;
without objection, it was so ordered.
Senator Cain laid out the Education committee budget and a
letter requesting an exemption to the salary cap for the
Committee Director for approval. Senator Zaffirini moved
approval of the budget and salary exemption letter; without
objection, it was so ordered.
Senator Cain laid out the Finance committee budget for approval.
Senator Brown moved approval of the budget; without objection,
it was so ordered.
Senator Cain laid out the Health and Human Services committee
budget for approval. Senator Ogden moved approval of the
budget; without objection, it was so ordered.
Senator Cain laid out the Intergovernmental Relations committee
budget for approval. Senator Zaffirini moved approval of the
budget; without objection, it was so ordered.
Senator Cain laid out the Jurisprudence committee budget for
approval. Senator Moncrief moved approval of the budget;
without objection, it was so ordered.
Senator Cain laid out the Natural Resources committee budget and
a letter requesting an exemption to the salary cap for the
Committee Director/Committee Clerk and for the Senior Policy
Analyst for approval. Senator Ogden moved approval of the
budget and salary exemption letter; without objection, it was so
ordered.
Senator Cain laid out the Nominations committee budget for
approval. Senator Zaffirini moved approval of the budget;
without objection, it was so ordered.
Senator Cain laid out the Redistricting committee budget.
Senator Ogden asked that the approval of this budget be delayed
so that he could have further time to look at it. The Committee
agreed to meet the next day, January 25, 2001, upon adjournment
at Senator Cain's desk to approve the Redistricting Committee
budget.
Senator Cain laid out the State Affairs committee budget and a
letter requesting an exemption to the salary cap for the General
Counsel for approval. Senator Moncrief moved approval of the
budget and salary exemption letter; without objection, it was so
ordered.
Senator Cain laid out the Veteran Affairs and Military
Installations committee budget for approval. Senator Zaffirini
moved approval of the budget; without objection, it was so
ordered.
Senator Cain introduced the Administration Committee staff: Doug
Davis, Committee Director, Tara Rejino, Committee Clerk and Scot
Clinton, Research Analyst. Each member of the committee
introduced their staff members who would be covering the
committee: Gina Martin for Senator Moncrief, Jene Lanclos and
Ty Embrey for Senator Brown, Tiffiny Britton for Senator Ogden,
Cindy Ellison and Cristina Gonzalez for Senator Zaffirini.
There being no further business, at 4:24 p.m. Senator Moncrief
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
