Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on
Administration was held on Monday, April 2, 2001, in E1.714

The Chair called the meeting to order at 4:09 p.m. There being
a quorum present, the following business was transacted:
Senator Zaffirini moved adoption of the minutes from the
previous hearing held on March 26, 2001; without objection, it
was so ordered.
Chairman Cain asked if there were any questions or comments
about any of the bills recommended for the April 5, 2001, Local
and Uncontested Calendar. There was discussion. Senator
Moncrief moved that all of the bills on page one of the Local
and Uncontested Calendar recommended list be certified with the
exception of SB 184 which had passed on the Senate floor.
Without objection, it was so ordered. Senator Moncrief moved
that all of the bills on page two of the recommended list be
certified with the exception of SB 550, SB 564, and SB 713. SB
550 will be held for further discussion and SB 564 and SB 713
will be held to wait for the House Companions. Without
objection, it was so ordered. Senator Moncrief moved that all
of the bills on page three of the recommended list be certified.
Without objection, it was so ordered. Senator Moncrief moved
that all of the bills on page four of the recommended list be
certified. Without objection, it was so ordered.
The chair laid out SB309 and recognized the author, Senator
Harris, to explain the bill. Senator Brown moved that SB309 be
reported favorably to the Senate with the recommendation that it
do pass and be printed. The motion carried with a record vote
of 5 ayes, 0 nay, 0 present not voting, and 0 absent.
The chair laid out SB1188 and recognized the author, Senator
Harris, to explain the bill. John Keel, representing the
Legislative Budget Board, testified on the bill. The chair
moved that the public testimony be closed; without objection, it
was so ordered. Senator Ogden moved that SB1188 be left
pending; without objection, it was so ordered.
The chair laid out SB1587 and recognized the author, Senator
Moncrief, to explain the bill. Senator Moncrief sent up
Committee Amendment 1 and moved adoption. Senator Moncrief
requested unanimous consent to roll the amendment into a
committee substitute; without objection, it was so ordered.
Witnesses testifying and registering on the bill are shown on
the attached list. The chair moved that the public testimony be
closed; without objection, it was so ordered. Senator Moncrief
moved that SB1587 be left pending; without objection, it was so
ordered.
There being no further business, at 5:25 p.m. Senator Ogden
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
