         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on  
         Administration was held on Tuesday, April 17, 2001, in E1.714

         The Chair called the meeting to order at 4:27 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         The Chair laid out HB1019 and recognized the Senate sponsor,  
         Senator Truan, to explain the bill.  Mayor Fidel Rul, Jr.,  
         representing City of Alice, testified in favor of the bill.   
         Serapio Serna, representing Tejano R.O.O.T.S., Inc., testified  
         in favor of the bill.  Javier Villanueva, representing Tejano  
         R.O.O.T.S., testified in favor of the bill.  Senator Cain moved  
         that HB1019 be left pending to await a quorum; without  
         objection, it was so ordered.  Upon arrival of a quorum, Senator  
         Ogden moved that HB1019 be reported back to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 4 ayes, 0 nay, 0 present not  
         voting, and 1 absent.  Senator Ogden moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         At 4:35 p.m. Senator Cain moved that the committee stand  
         recessed; without objection, it was so ordered.   
          
         At 4:37 p.m. the committee reconvened.   
          
         The chair laid out SB1800 and recognized, Senator Moncrief, in  
         abscence of the author, to explain the bill.  Senator Cain sent  
         up Committee Amendment 1 and moved adoption; without objection,  
         the amendment was adopted.  Senator Cain moved that SB1800 be  
         left pending to await a quorum; without objection, it was so  
         ordered.   
         Upon the arrival of a quorum, Senator Moncrief requested  
         unanimous consent to roll the amendment into a committee  
  
         substitute; without objection, it was so ordered.  Senator Ogden  
         then moved that the committee substitute be adopted; without  
         objection, it was so ordered.  Senator Ogden moved that SB1800  
         do not pass but that CSSB1800 be reported back to the Senate  
         with the recommendation that it do pass and be printed.  The  
         motion carried with a record vote of 4 ayes, 0 nay, 0 present  
         not voting, and 1 absent.  Senator Moncrief moved that the bill  
         be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered.   
           
         Senator Moncrief moved adoption of the minutes from the previous  
         hearing held on April 9, 2001; without objection, it was so  
         ordered.   
          
         Chairman Cain asked if there were any questions or comments  
         about any of the bills recommended for the April 20, 2001, Local  
         and Uncontested Calendar.  There was discussion.  Senator Ogden  
         moved that all of the bills on page one of the Local and  
         Uncontested Calendar recommended list be certified; without  
         objection, it was so ordered.  Senator Moncrief moved that all  
         of the bills on page two of the Local and Uncontested Calendar  
         recommended list be certified with the exception of SB 749 and  
         SB 1016; without objection, it was so ordered.  Senator Moncrief  
         moved that all of the bills on page three of the Local and  
         Uncontested Calendar recommended list be certified with the  
         exception of SB 1096, SB 1202, and SB 1304; without objection,  
         it was so ordered.  Senator Ogden moved that all of the bills on  
         page four of the Local and Uncontested Calendar recommended list  
         be certified with the exception of SB 1778; without objection,  
         it was so ordered.  Senator Moncrief moved that all of the bills  
         on page five of the Local and Uncontested Calendar recommended  
         list be certified with the exception of SB 1785; without  
         objection, it was so ordered. 
          
         There being no further business, at 5:10 p.m. Senator Moncrief  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
