MINUTES SENATE COMMITTEE ON ADMINISTRATION Monday, May 7, 2001 4:00 p.m. E1.714 ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Administration was held on Monday, May 7, 2001, in E1.714. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator David Cain Senator J. E. Brown Senator Steve Ogden Senator Mike Moncrief Senator Judith Zaffirini ***** The Chair called the meeting to order at 4:30 p.m. There being a quorum present, the following business was transacted: At 4:30 p.m. Senator Zaffirini assumed the chair. The Chair laid out HB2312 and recognized the Senate sponsor, Senator Cain, to explain the bill. Steve Bresnan, representing RFD and Associates, Inc., registered in favor of the bill but did not testify. The Chair moved that the public testimony be closed; without objection, it was so ordered. Senator Zaffirini moved that HB2312 be left pending to await a quorum; without objection, it was so ordered. Upon arrival of a quorum, Senator Cain moved that HB2312 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 3 ayes, 0 nay, 0 present not voting, and 2 absent. Senator Cain moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. The Chair laid out HB2439 and recognized the Senate sponsor, Senator Cain, to explain the bill. Senator Zaffirini moved that HB2439 be left pending to await a quorum; without objection, it was so ordered. Upon arrival of a quorum, Senator Cain moved that HB2439 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 3 ayes, 0 nay, 0 present not voting, and 2 absent. Senator Cain moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. At 4:42 p.m. Senator Cain resumed the chair. Chairman Cain asked if there were any questions or comments about any of the bills recommended for the May 10, 2001, Local and Uncontested Calendar. There was discussion. Senator Zaffirini moved that all bills on page one of the Local and Uncontested Calendar recommended list be certified with the exception of HB 177; without objection, it was so ordered. Senator Zaffirini moved that all bills on page two of the Local and Uncontested Calendar recommended list be certified with the exception of HB 742, HB 1027, and HB 1098; without objection, it was so ordered. Senator Ogden moved that all bills on page three of the Local and Uncontested Calendar recommended list be certified with the exception of HB 1166, HB 1449, and HB 1467; without objection, it was so ordered. Senator Ogden moved that all bills on page four of the Local and Uncontested Calendar recommended list be certified with the exception of HB 1506; without objection, it was so ordered. Senator Zaffirini moved that all bills on page five of the Local and Uncontested Calendar recommended list be certified with the exception of HB 2032, HB 2381, HB 2158, and HB 2432; without objection, it was so ordered. Senator Ogden moved that all bills on page six of the Local and Uncontested Calendar recommended list be certified with the exception of SB 853, SB 1459, and SB 1585; without objection, it was so ordered. Senator Ogden moved that all bills on page seven of the Local and Uncontested Calendar recommended list be certified; without objection, it was so ordered. Senator Zaffirini moved adoption of the minutes from the previous hearing held on May 3, 2001; without objection, it was so ordered. There being no further business, at 4:57 p.m. Senator Ogden moved that the Committee stand recessed subject to the call of the chair.
