         Pursuant to suspension of Senate Rule 11.18, a public hearing of  
         the Senate Committee on Administration was held on Friday, May  
         11, 2001, in E1.714.

         The Chair called the meeting to order at 6:10 p.m.  There being  
         a quorum present, the following business was transacted:   
         Senator Zaffirini assumed the chair at 6:10 p.m. 
         The Chair laid out HCR203 and recognized Senator Moncrief, in  
         the absence of the Senate sponsor, to explain the bill.  Senator  
         Moncrief moved that HCR203 be reported favorably to the Senate  
         with the recommendation that it do pass and be printed.  The  
         motion carried with a record vote of 3 ayes, 0 nay, 0 present  
         not voting, and 2 absent.   
          
         The Chair laid out HCR248 and recognized the Senate sponsor,  
         Senator Cain, to explain the bill.  Senator Cain moved that  
         HCR248 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 3 ayes, 0 nay, 0 present not  
         voting, and 2 absent.  Senator Cain moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         The Chair laid out HCR250 and recognized the Senate sponsor,  
         Senator Cain, to explain the bill.  Senator Cain moved that  
         HCR250 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 3 ayes, 0 nay, 0 present not  
         voting, and 2 absent.  Senator Cain moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.

         carried with a record vote of 3 ayes, 0 nay, 0 present not  
         voting, and 2 absent.   
          
         The Chair laid out HB2853 and recognized the Senate sponsor,  
         Senator Cain, to explain the bill.  Senator Cain moved that  
         HB2853 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 4 ayes, 0 nay, 0 present not  
         voting, and 1 absent.   
          
         Senator Cain assumed the chair. 
          
         The Chair laid out HB399 and recognized Senator Zaffirini, in  
         the absence of the Senate sponsor, to explain the bill.  Kelvin  
         Bass, representing Senator West, testified on the bill.  The  
         Chair moved that public testimony be closed; without objection,  
         it was so ordered.  Senator Zaffirini moved that HB399 be  
         reported favorably to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a record vote  
         of 3 ayes, 1 nay, 0 present not voting, and 1 absent.   
          
         The Chair laid out HB1056 and recognized Senator Ogden, in the  
         absence of the Senate sponsor, to explain the bill.  Senator  
         Ogden moved that HB1056 be reported favorably to the Senate with  
         the recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 4 ayes, 0 nay, 0 present not  
         voting, and 1 absent.  Senator Ogden moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         Senator Moncrief moved adoption of the minutes from the previous  
         hearing held on May 10, 2001; without objection, it was so  
         ordered.   
          
         There being no further business, at 6:27 p.m. Senator Cain moved  
         that the Committee stand recessed subject to the call of the  
         chair.  Without objection, it was so ordered.
