Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Business &
Commerce was held on Tuesday, April 17, 2001, in the Lt.
Governor's Committee Room.

The chairman called the meeting to order at 8:07 a.m. There
being a quorum present, the following business was transacted:
The chairman laid out SB1514 and recognized the author, Senator
Lucio, to explain the bill. Witnesses registering on the bill
are shown on the attached list. The chairman moved that the
public testimony be closed; without objection, it was so
ordered. The chairman moved that SB1514 be left pending to
await a quorum; without objection, it was so ordered. Upon
arrival of a quorum, Senator Lucio moved that SB1514 be reported
back to the Senate with the recommendation that it do pass and
be printed. The motion carried with a record vote of 5 ayes, 0
nay, 0 present not voting, and 2 absent. Senator Lucio moved
that the bill be recommended for placement on the Local &
Uncontested Calendar; without objection, it was so ordered.
The chairman laid out SB1598 and recognized the author, Senator
Wentworth, to explain the bill. Senator Lucio sent up a
committee substitute; Senator Wentworth explained the
difference between the committee substitute and the bill as
filed. Senator Lucio sent up Committee Amendment 1 to the
committee substitute. Witnesses testifying and registering on
the bill are shown on the attached list. The chairman moved
that the public testimony be closed; without objection, it was
so ordered. The chairman moved that SB1598 be left pending to
await a quorum; without objection, it was so ordered. Upon
arrival of a quorum, Senator Lucio moved adoption of the
amendment; without objection, it was so ordered. Senator Lucio
requested unanimous consent to roll the substitute and amendment
into a new committee substitute; without objection, it was so
ordered. Senator Lucio then moved that the committee substitute
be adopted; without objection, it was so ordered. Senator Lucio
moved that SB1598 do not pass but that CSSB1598 be reported back
to the Senate with the recommendation that it do pass and be
printed. The motion carried with a record vote of 5 ayes, 0
nay, 0 present not voting, and 2 absent. Senator Shapleigh
moved that the bill be recommended for placement on the Local &
Uncontested Calendar; without objection, it was so ordered.
The chairman laid out SB957 and recognized the author, Senator
Brown, to explain the bill. Senator Lucio sent up a committee
substitute; the chairman recognized Senator Brown to explain the
difference between the committee substitute and the bill as
filed. Witnesses testifying and registering on the bill are
shown on the attached list. The chairman moved that the public
testimony be closed; without objection, it was so ordered. The
chairman moved that SB957 be left pending; without objection, it
was so ordered.
The chairman laid out SB1571 and recognized the author, Senator
Nelson, to explain the bill. Senator Lucio sent up a committee
substitute; Senator Nelson explained the difference between the
committee substitute and the bill as filed. The chairman
advised that the committee would hear testimony on the bill at
this hearing but the public testimony would not be closed and
testimony could be heard on SB 1571 at a subsequent hearing.

the attached list. At the conclusion of testimony, the chairman
moved that the bill be left pending; without objection, it was
so ordered.

without objection, it was so ordered. The chairman moved that
SB275 be left pending to await a quorum; without objection, it
was so ordered. Upon arrival of a quorum, Senator Shapleigh
moved adoption of the committee substitute; without objection,
it was so ordered. Senator Shapleigh moved that SB275 do not
pass but that CSSB275 be reported back to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 5 ayes, 0 nay, 0 present not
voting, and 2 absent. Senator Shapleigh moved that the bill be
recommended for placement on the Local & Uncontested Calendar;
without objection, it was so ordered.
The chairman laid out SB1516 and recognized the author, Senator
Lucio, to explain the bill. Senator Lucio sent up Committee
Amendment 1 and moved adoption; without objection, the amendment
was adopted. Witnesses testifying and registering on the bill
are shown on the attached list. The chairman moved that the
public testimony be closed; without objection, it was so
ordered. Chairman Sibley requested that Senator Lucio roll the
amendment into a committee substitute. The chairman then moved
that the bill be left pending in order for the substitute to be
prepared; without objection, it was so ordered.
The chairman laid out SB1268 and recognized Senator Lucio, in
the absence of the author, to explain the bill. Senator Lucio
sent up a committee substitute and explained the difference
between the committee substitute and the bill as filed. Senator
Lucio moved adoption of the committee substitute; without
objection, it was so ordered. Witnesses testifying and
registering on the bill are shown on the attached list. Senator
Jackson assumed the chair and testimony continued. At the
conclusion of testimony, the chairman moved that the public
testimony be closed; without objection, it was so ordered.
Senator Lucio moved that SB1268 do not pass but that CSSB1268 be
reported back to the Senate with the recommendation that it do
pass and be printed. The motion carried with a record vote of 5
ayes, 0 nay, 0 present not voting, and 2 absent.
The chairman laid out SB1740 and recognized the author, Senator
Cain, to explain the bill. The witness testifying on the bill
is shown on the attached list. The chairman moved that the
public testimony be closed; without objection, it was so
ordered. Senator Lucio moved that SB1740 be reported favorably
to the Senate with the recommendation that it do pass and be
printed. The motion carried with a record vote of 5 ayes, 0
nay, 0 present not voting, and 2 absent. Senator Lucio moved
that the bill be recommended for placement on the Local &
Uncontested Calendar; without objection, it was so ordered.
At 9:57 a.m. Senator Jackson moved that the committee stand
recessed until after adjournment of the Senate; without
objection, it was so ordered.
At 3:40 p.m. the committee reconvened. Senator Carona assumed
the chair, laid out SB1793 and recognized the author, Senator
Sibley, to explain the bill. Senator Sibley sent up Committee
Amendment 1 and explained the amendment. Witnesses registering
on the bill are shown on the attached list. The chairman moved
that the public testimony be closed; without objection, it was
so ordered. The chairman moved that SB1793 be left pending for
a quorum; without objection, it was so ordered.
At 3:45 p.m. Senator Sibley resumed the chair, laid out SB1555
and recognized the author, Senator Duncan, to explain the bill.
Senator Carona sent up a committee substitute; Senator Duncan
explained the difference between the committee substitute and
the bill as filed, and advised that the substitute was for
discussion purposes only. Witnesses testifying and registering
on the bill are shown on the attached list. The chairman moved
that the public testimony be closed; without objection, it was
so ordered. The chairman moved that SB1555 be left pending;
without objection, it was so ordered.
There being no further business, at 5:07 p.m. Chairman Sibley
moved that the Committee stand recessed subject to the call of
the chairman. Without objection, it was so ordered.
