Opening remarks by Chairman Bivins and Chairman Adams. John Opperman detailed the Commission's recommendations. Invited testimony was taken; witness list attached. At 10:40 a.m. Senator Bivins moved that the committee stand recessed until 1:00 p.m; without objection, it was so ordered. At 1:04 p.m. the committee reconvened.
